The most common comment I get from fellow South Africans is: This law will never be enforced in this country. Look at POPI and PAIA acts and all the other minor laws in this country. Forget it. I am not wasting money on something that will never be enforced and I don't need it anyway.

The shops in the centre benefit greatly from these legal requirements.
Would you open a retail shop in a shopping centre that disabled people could not access? I doubt it.
